Licensing Program Analyst (LPA) Galarza conducted an unannounced Required- 1 year visit. *There was no answer at the door. Licensee/Administrator Jennifer Stinson was contacted telephonically and was explained the purpose of the visit. The Administrator arrived later. The facility is licensed as a Residential Care for Elderly (RCFE) that serves residents ages 60 and over. The Administrator certificate expires 12/12/2026. The following were observed/inspected: Physical Plant/Environment Safety: The facility is a single story home located in a residential neighborhood. It consists of two (2) resident bedrooms, one (1) bathroom, kitchen, dining room, living room, backyard area, and a detached garage. Smoke and carbon monoxide detectors were tested and are operational. The facility has two (2) fire extinguishers. Water temperature readings measured within the required 105 - 120 degrees Fahrenheit. The facility has a 1st Aid Kit and Manual. Exit doors are free of any obstruction and there are no pools or large bodies of water. Operational Requirements: The facility has zero (0) residents in care. A Fire clearance is approved for four (4) ambulatory only residents. Staffing: The facility has no staff. Only Administrator records were reviewed. Resident Records/Incident Reports: No resident records were reviewed. Disaster Preparedness: Emergency and Disaster Plan LIC 610E was reviewed. Facility has a First Aid Kit and Manual. No deficiencies cited. An exit interview was conducted with Administrator Jennifer Stinson. Type of visit: Prelicensing

On 05/02/2025 Licensing Program Analysts (LPA) Troy Watson conducted a pre-licensing evaluation for Mae’s Hands a Residential Care Facility for the Elderly. Today’s pre-licensing evaluation was conducted with the licensee Jennifer Stinson. The licensee has applied for a license to serve (4) ambulatory adults. The fire clearance is approved for (4) ambulatory residents. The building is equipped with (6) smoke detectors, one carbon monoxide detector and 2 fully charged fire extinguishers with two exits for the residents. All windows are barred with a fire escape latch for quick opening in case of an emergency. A tour of the Kitchen, Dining Room, Living Room (2) bedrooms, (1) bathrooms, shaded patio area, (1) Office, and garage area used to store PPE and the perimeter of the facility for the clients was inspected by the LPA. Inspection of the inside and outside perimeters were conducted with the Licensee Jennifer Stinson. Storage for all PPE are located inside the facilities hallway. Food, extra bedding, and linen was inspected and adequately furnished for the residents. A back yard with chairs and a shaded patio area was also observed. The front and back entrance of the facility has Exit signs. The following was observed during this visit: CONTINUED ON LIC9099-C MEDICATIONS There is a locked centralized storage area for clients’ medications, personnel folders and P&I. There is also a cabinet for staff’s personnel folders. PHYSICAL PLANT Facility is clean, sanitary, and in good repair. Protective devices are in place. Indoor and outdoor passageways, stairways, an open porch, and other areas of potential hazard are free of obstructions. All window screens are clean and in good repair. Facility temperature is between 68°F. degrees and 69.1°F. degrees. Open porches, and areas of potential hazard are well-lit. All (6) Smoke alarms were tested and operate properly. Carbon monoxide detectors operate properly. BEDROOMS All bedrooms have lamps, chairs, and sufficient lighting, mattresses, and pillows. There are 2 bedrooms in the main facility with dresser drawers and adequate closet space. Each room has nightstands. And there is sufficient lighting in the hallway. BATHROOMS There are (2) bathrooms with accessible to the residents. There (1) shower and (1) bathtub. The hot water temperature in bathrooms and kitchen is between 108° Fahrenheit and 109° Fahrenheit. One bathroom is located next to the bedrooms and on bathroom is in the hallway. SUPPLIES There are clients’ personal hygiene supplies to include soap, toothpaste, toilet paper, and comb. There is a sufficient supply of clean linens to permit weekly changing of clients’ top sheets, bottom sheets, bedspreads, blankets, pillowcases, mattress covers, bath towels, hand towels, and washcloths in the hallway closet. CONTINUED ON LIC9099-C FOOD SERVICE Dining room is near kitchen. The facility currently has one refrigerator fully stocked with food. Freezer is 0° Fahrenheit. Refrigerator is a maximum of 45° Fahrenheit. A pantry located inside the kitchen has a (7) day supply of non-perishable food present. There are enough tableware, tables, dishes, and utensils. There is enough equipment for the storage, preparation, and service of food. All equipment, dishes, and utensils are clean and well maintained, kitchen, food storage, and preparation areas are clean. RECORDS There is a confidential storage space designated for client and personnel records at the facility. ADMINISTRATION The emergency exiting plan and emergency phone numbers are posted. Client Personal Rights are posted. Posting both sides of the Personal Rights form LIC 613 meets this requirement. Facility Visiting Policy is posted. A Licensing Complaint Poster See Something, Say Something is posted. There is space available for resident council meetings and resident council postings. ACTIVITIES There is an outdoor activity space with a table and chairs furnished for outdoor use. There is at least one common room available to clients for visitors. Identification of the applicant and administrator was verified through interview questions based on photo ID and other identifying personal information. During COMP II, applicant and administrator confirmed that they have read and understand community care facility licensing laws included in the Health and Safety Codes and the California Code of Regulations Title 22.
