Romes Care Facility I

Type of visit: Required - 1 Year

At approximately 10:45AM, Licensing Program Analyst (LPA) Chris Arnhold arrived at this facility unannounced to conduct a Required-1 Year inspection. LPA met with Licensee Elisio Alcasid and Administrator Christina Alcasid and explained the purpose of the visit. Facility has a Hospice waiver for 1 resident. At approximately 10:55AM, LPA toured the facility to ensure the health and safety of resident in care. The facility was observed to be at a comfortable temperature. Areas toured include but are not limited to resident rooms, common areas, bathrooms, kitchen, storage areas and back yard. In the areas toured no immediate health, safety, or personal rights violations were observed. Fire extinguishers were fully charged. Smoke detector was operational. Carbon Monoxide Detector was present. The common areas, bathrooms and kitchen were clean and in good repair. All bedrooms had required furniture, bedding, and lighting. The kitchen equipment was clean and in good repair. Dishware appeared to be stored in a sanitary manner. Food appears to be stored and prepared properly. Refrigerators and freezers were maintained at the proper temperature. Facility has required seven-day non-perishable and two-day perishable supply of food. Emergency water was present to ensure facility can be self-sufficient for 72 hours. Facility has a generator to supply power in an emergency. Emergency lighting devices were present. First aid kit was present. No pools/bodies of water are on the premises. Facility has been conducting Emergency drills quarterly. At approximately 11:15AM, LPA reviewed 1 of 1 resident files. Resident files contained the required documentation. Reappraisal was conducted within the last 12 months. Documentation of a physician visit was present. LPA was informed R1 was seen recently by a physician and the paperwork is being signed and will be sent to the facility. LPA conducted a review of medications. Medication is locked and not accessible. Prescriptions were present for each medication. Continued on LIC809-C... At approximately 11:30AM, LPA reviewed 3 of 3 staff files. Staff files reviewed contained evidence of completed annual training. First Aid/CPR certification was current. Administrator certificate was current. All employees requiring background checks are cleared. Licensing Program Analyst (LPA) Jacky Macias arrived unannounced to conduct a required Annual inspection and was greeted by Licensee, Eliseo Alcasid. Administrator was not able to be present during the visit. At approximately 12:45pm LPA and Licensee toured the building and grounds which was found to be clean and at a comfortable temperature. LPA observed all walkways and exits to be unobstructed. LPA observed at least a 2 day supply of perishable and 7 day supply of non-perishable food. Food was found to be stored in a safe manner. Toxins are stored and not accessible. All bedrooms were clean and in good repair. Extra hygiene products and linens were available. Client bathroom had required bath mat and grab bar. Water temperature in sink accessible to clients in care measured at 105.2 degrees F which is within the allowable range of 105 to 120 degrees F. Fire extinguishers were last inspected August 2, 2023. Smoke/Carbon Monoxide detectors located throughout the facility were tested and operational. Facility has a backup generator for use during a power outage. LPA reviewed the facility emergency disaster plan. The plan outlines evacuation routes, which are shown on facility sketch and has alternative meeting locations. There is currently 1 resident residing at the care home. LPA reviewed Client records which was found to be well organized, thorough and contained the required documentation. LPA reviewed staff records and found evidence of completed training as required and evidence of current first aid and CPR. At approximately 2:00pm LPA and Licensee conducted a spot check of medication and medication records. Medication is centrally stored in a locked cabinet.
