Allegation investigated: Facility has a 'flip lock' on the inside of the main door of the home
Licensing Program Analyst (LPA) Katie Brown arrived unannounced to conduct the initial complaint investigation. LPA met with and explained the purpose of the visit and the element of the allegation with Licensee Joseph Gitti. The Department investigated the allegation above. Based on observation and interview, it was determined that the "flip lock" had been placed on the front door to prevent wandering residents from leaving. The preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. A deficiency is being cited in accordance with California Code of Regulations on the attached LIC 9099-D. An exit interview was conducted and the deficiency was cleared during this vsist. A copy of this report and Appeal Rights were discussed and left with AD, whose signature confirms receipt of these documents. What the state has logged
California has logged 4 state visits for this home as of August 2, 2026. These are the home's own counts, straight from that record — shown beside the statewide median for small board-and-care homes (6 or fewer beds), computed across all 5,773 licensed homes of that size, because larger and longer-licensed homes naturally accumulate more visits and reports. They are facts, not a grade — a citation may be minor and since corrected, and an “unsubstantiated” complaint is not a finding of wrongdoing.
